any ideas on why when I put a new artic cat belt on and have put all the shims I can fit on the adjuster and the belt is still to lose ?

This on a 2012-2015 setup? Try taking washers out. I might be backwards but seems I had to run one thin washer when the belt was new and add one or change to a thicker one as it wore down.
Another cause might be bad jackshaft bearing, cracked TCL, or bad motor mount.
