There's 2 ways to go about this:
1). Check around, buy the software, learn the software, do it yourself. If you get the site hosted from say godaddy, they have web building tools that will help you build your own site as well.

OR

I saw a commercial the other night, you CAN do some of stuff yourself but sometimes it's just better to pay a pro. Have someone else do it.

Depends what you want to do with the site.

If it is just a personal site, build your own.

If it is for a online business/web page for your business. It is alot easier to pay somebody to build/host/and maintain the website for you.

As a web developer i would concur. Leave the stuff that really matters to the professionals. I cannot stand all these stupid sites that are cluttering the web with crap layouts/designs and flows.

Just because it flashes and blinks doesn't mean it should be on your site.

There are numerous free business tools and open source sites for online stores.
