Any one know this guy? He boned me out of a set of 44mm carbs on ebay and now wont return any email or phone calls?

I bought a set of 44mm vm carbs from him that turned out to be 40mm. He said he has new help that innocently sent the wrong carbs by mistake. So he said send them back so i did and he hasn't gave me a refund or the right set of carbs i paid for. This was a year ago in november with several attempts via email through ebay and phone messages and with no repleys on his behalf at all. So im out the purchase of the carbs and shipping to and from me both ways.

How did you pay for them?

I had an issue once with a seller on fleabay and I used a credit card through Paypal and my card company came through for me. All I had to do was prove contact within the last 90 days (all communication was through e-mail, which I kept) and I forwarded all the e-mails to the lady working my account and I was credited back on my card.
