HB 1403 & SB 5179 - These bills modify the snowmobile registration
requirements by deleting reference to “owning” or “transporting”. Basically, it is currently illegal to own or transport an unregistered snowmobile, regardless of its condition or use.
HB 1404 & SB 6375- This bill provides a sales tax exemption for trail grooming services on state-owned or privately-owned trails. (“Trail grooming” means the activity of snow compacting, snow redistribution or snow removal.)
HB 1405 & SB 5023 - Likely the most controversial and difficult, these bills modify the fuel tax rate used to determine fuel tax distributions to fund non-highway expenditures. Basically, they lift the gas tax cap (which currently tops out at 23 cents in 2011) applied to snowmobile generated revenue and will allow the full amount of collected tax to be applied to the State's snowmobile program.
