99 rmk 700 using oil

Make sure the marks line up. The lever is probably sticking part way up also.
 
The 99 models had oil tanks that used a grommet to attach the oil line to the filter and then the pump. That grommet can get old and cause an oil leak. Since you said you don't have a leak, that likely isn't your problem.

Further, my 99 700 SKS drinks synthetic oil like crazy, but when I switched back to regular oil, the consumption was much less.

It's been my experiance that as the pump wares out it puts out more and more oil
 
The biggest problem is even if the marks on the pump line up the pump may be pumping way too much oil depending on how your throttle freeplay is set. You want to be sure that the lines on the pump line up only when the carbs open, if the line up when at isle and you need to pull the throttle a 1/4" before the carbs start to open then your oil pump is already that much too rich. Once rpm's start to climb the lines should line up.

Like stated above, check your grommet where the oil line comes out because that was a known problem for leaking.

I had a 98 700 and when the carbs and oil pump were adjusted properly that thing sipped oil.
