98 583 won't hold rpm

I have a 583 summit and on the trail it will hit 8000 rpm and stay there. On a hill it will hit 8000 and then start to drop. It will drop right down to 6000 rpm. I cleaned the secondary, put in a new spring and set the pull to 18 lbs. Still won't hold rpm. Any Ideas what could be causing this?
 
What clicker number are you on, on the primary? If you drop to number 6 does the rpm go up above 8000? When was the last time the primary was cleaned?
 
My son has only had the sled for one year. It was running at 7800 so i changed the clickers form 4 to 5 and now it runs a bit higher. Could this problem be from a worn primary?
