91 vs eth. fuel settings ?

Does anybody know what the diff. is? Does it change just fueling or fueling and timing?

is this on the 13's only?

or does it apply to the resistors on the 11-12s?
i was always under the impression it was fuel only.

Where did you get that info? I was told no timing changes and 5% (but that doesn't mean it is right!).
