88 Phazer diagnosis question.

Neighbor kid has a phazer and the track is super loose.121 3/8.

The sled starts and runs but when you hit the gas and let off gas the track wont stop turning without slamming on brake. Any ideas. So it engages but wont disengage?

Tighten up the track and check the throttle ? I mean this track was looser than my M7. It seemed worse than that though.
