700 Dragon lost RPM after servicing clutch??

I'm trying to trouble shoot why I ended up losing rpm's after having a mechanic service the clutch.
Elevation somewhere between 0-3000ft(Central Alberta)
Rpm's were at 8250 with 60 gram weights before the service, now I can only get up to 8000rpm. The exhaust valves were cleaned, new plugs put in, belt height was adjusted.
Any ideas of what could be wrong? what things may have been done incorrectly?

1) Check the primary belt to sheave clearance, .015" is preferred.

2) Any chance the "old" belt was worn and now with the IF ?? a new belt (wider) was installed that's the reason for the drop in R.P.M.???
