670 won't hold RPM's

My buddy has a 96 670 summit that he just bought. We took it out and it will pull 7000+ rpm's from the start for a few seconds but then they fall off to about 5000. It does the same thing on the track stand but only falls off to about 6000. We had both clutches rebuilt and it didn't do any good, still doing it. We've checked compression, carbs, spark. Just don't really know where else to look. When I replaced the plugs on the mountain, the clutch side plug looked pretty much new, like it wasn't firing much. Any ideas? Not a doo guy so I don't know much about these sleds.
