how hard are these to get across border? are they new zero miles?

Correct - new 0 miles. I will leave border and importing research up to you...as the import process will be totally up to the buyer. Generally speaking...they are made in the USA, so no duty, and they are the same as US sled for emissions compliance, etc...so it shouldn't be difficult.
