2014 Carbon Fiber Overstructure

Should there be a spacer in the top of the carbon fiber tubes to prevent the bolts that are running through it from crushing the tubes? What are the torque specs for these bolts? These are the four bolts at the top of the structure. Brand new, and all of mine are loose. Not even finger tight.
 
yes there should be washers and when you tighten it make sure to use a torque wrench and i believe it is 20ft/lbs!
 
Been a while since I pulled my over structure but I think #5 goes between the tube and the other half of the structure #7. I remember the tube being hollow with nothing inside.
 
I better retract my last comment.... The fiche calls them tube spacers and from the look of it... they must go in the tube. Wait for someone who knows to answer. Mine was a 13 so maybe there's a difference.
 
Even the aluminum over structure uses the internal spacers, They are required and are necessary. If they are not installed the torquing of the bolts will destroy the carbon or aluminum tube and render it useless, before you even get to ride it. FWIW
