2011 800 RMK Fouling Plugs

My 2011 800 RMK is fouling plugs. The sled works perfectly fine until I shut it off. Every time I shut it off and start it again it only runs on one cylinder. Change the plugs and your good to go again till the machine gets shut off. It doesnt matter if its just been idling, or if I take it for a good rip, once it gets shut off it fouls a plug. Its always the mag side that fouls. Sled has about 700 miles.

I reflashed the machine, didnt make a difference. TPS settings are good, compression check showed 115 mag, 120 pto. Whats the next thing to check?
 
injectors. Mine was fouling plugs at a certain low rpm. (5000-6000) If I held it there for several miles, it would foul the plug. I did this intentionally to show the polaris shop that it was running pig fat on one side even though their computer showed it was fine.
 
If an injector was staying open, would it not also run on one cylinder at idle? Cuz it idles fine, maybe even a bit higher then it should. I did not check RPMs but it did seem a little bit higher then normal
