2007 rev limiter strap

so, i was wondering... is it normal to only have one limiter strap on an 07 rev? the spacer (piece of plastic over the bar) is cut perfectly for only 1 strap. if it is normal, then i am sure it wouldnt hurt to put another on. would it be a better game plan to have two or does it matter? just currious.
