2007 M1000 Fuel Pump Issues

Can anyone let me know what the voltage should be at the plug in to the fuel pump when pulling over the sled. I'm getting 16.8 to 16.9 volts, way too much I would say? Could this be why I've had 2 pumps go out in 40 miles? Help Please and Thank You in advance.
 
Typically just pulling the sled over should get you 12 to 13 volts.

12.3 is the actual service manual number that should be achieved.

If you are running in the 16s you may be damaging the fuel pump with high voltage as you may have a bad regulator because when it works properly it should regulate the voltage to that number.

The lighting coil is unregulated and will go from 14 to 22 volts depending on RPM.
