2006 M-7 rear wheel adjusting

The bushing adjusters for the rear wheel axle have a hole in one side of them that will allow the adjusting screw to contact the axle. Should the screw go thru this hole and have direct contact with the axle? Or should the adjustment be made onto the other side of the adjustment bushing? The screw directly contacting the round axle causes a score or flat spot on the axle.

From what i have seen - the adjustment bolt does not go through said bushing and contact axle.
 
It may have sounded like a dumb question (since I got 2 different answers) but I know that the track was taken off and turned around by the previous owner and I have found a couple of other things that were not what I expected. There is a noticable marked score on the axles where the adjustment screws contacted them. One end of the exle was a little bnet and I and not sure how that cme to be. Plus the idler wheel was cockeyed and half off of the bearing.
