2000 700 Summit.... no head or tail lights

Regarding a 2000 700 Millennium model sled. Pull start only!
The head lights and tail lights are good, but are not working. Instruments lights work!

What is the likelihood of this being as simple as a bad voltage regulator?
Any other suggestions?
