1998 670 summit x problem

Hi all, Ive been helping a friend get this sled running, he picked it up for a good price but it needs alot of tlc. Anyway, we pulled the carbs apart and cleaned'em up, siphoned out the old gas and put in new, basic stuff. Started the sled, ran like a raped ape, real crisp and clean. Next day we go out start it and it wont rev past 3100 rpm's. We've done this several times now. The sled will start and run great when its cold, well let it warm up than kill it, start it up after a few, wont rev past 3100. The funny part is that it will sit there and idle perfect, cold or warm. Almost acts as though it has a rev limiter. Got good spark and fuel, just at the limits of what to do next. Anyone have any idea? Thanks in advance!
 
Make sure the tether plug fits snug and is clean and free of moisture. If it is not right it will not rev....safety feature incase someone tries to use the wrong tether.
 
That would make sense because thats what we have to use to kill the sled every time. Is there a way to bypass the tether to test and see if that is the problem?
 
The tether serves two functions, one being a security key (at least it is on my 99x) and the sled will not rev without it hooked up. I suppose someone out there may have a way to hotwire/bypass it but I've never heard of it being done.
 
I've had the same problem before and it ended up in the tether plug!!
