10 Dragon clutching ?

I've got a 10 800 Dragon with 1500 miles. SLP air intake, SLP vents, V Force reeds, PCV, HPS can, 19/42 gearing. The first year i rode it with just a SLP can i was never able to get it to pull full RPM's, 78-7900 is common. Riding anywhere from 7000 -11000 feet. Started out with the stock 10-62 weights and ended the season at 10-60's. The second season i replaces the SLP can and put all of the other mods on. Also took the scratchers off due to going through a set of hifax in a season. I've got the wheel kit on now. Riding in the same elevation and now running 10-58 weights. Run 91 octane with lucas octane booster. Pulling a hill it seems to like 7800 RPM. If I can it right off the line it goes to 8200 then slowly drops down to 7900-8000 RPM on the trial in the powder or on the hills. I had a broke spring in the primary, replaced it with the stock one and still didn't have any change. Tried two new belts, the high dollar ones from polaris. No change. Took it to the dealer to have the clutches looked at, they didn't find anything. Before i took it out i looked it over due to the fact that the work they said they did and what i was charged didn't add up. Found two stuck rollers in the primary. Not Impressed. Fixed that problem, still no change. So I'm looking for spring weight combo that works, if any one has any info on this it would be a big help. I would like to be able to pull the hills at 8100 - 8200 cause man does that thing run strong in that RPM range. Out of the blue one day it ran in that RPM range for a half hour. It was mid day and i didn't change anything just pulled the rope and it came alive. As it sits now both of the clutches have the stock set up.
