07' 800R bogging at elevation?? WOrking on it now..HELP

Helping a bud out here. ANy insight would be greatly appreciated.
Has an 07' 153" 800R. Runs great down here at 4500'. At elevation, bogs, retarded timing. MISERABLE!!
Has replaced the DPM relay with no change. Did have motor ported and head milled this summer. Started season with bad fuel after not summerizing it. Cleaned out gummed up carbs but problem has persisted.
Any ideas?
