Picture Sticky

There's been a request to have a picture thread stickied. I wanted to throw a couple options out at our members.

I'll leave this up for a week or so and then see what the verdict is.

I wouldn't take anything out that "you/or mods" feel isn't relevent. We just flip past all the other stuff anyway, and it makes it a bit more interesting. Let it ride. But like said above atleast fix the typo.

Some people have issues with too many stickies. That's pretty much the only reason I could think of.
